The Syrian Negotiation Commission held its regular meeting in Geneva on August 13-14, 2024, discussing the conditions faced by the Syrian people and regional and international developments, including the escalation of tensions in the region, which verge on sparking a devastating regional war, and their reflections on the homeland and the Syrian cause.

Members conducted a political review of the previous phase and reviewed the Commission’s efforts in engaging with the Syrian community across all its categories, and ways to interact with regional countries and other international powers. This was done through a conscious analysis of regional and international changes, starting from the reintegration of the regime into the Arab League to recent Turkish statements and positions taken by some European countries, and their impact on the political process and the shaping of the upcoming phase and its challenges that may confront the Syrian people and their cause, and mechanisms to address them, thereby formulating a phased strategy to guide the Commission’s work while continuing to strengthen and deepen ties with the Syrian community and its vital forces.

The Commission notes the failure of previous initiatives to make any progress in the political process or to improve the conditions of the Syrian people, likely indicating that the fate of the current initiatives aligned with them will be similar, amid the regime’s obstinacy and absolute refusal to consider the demands of the Syrian people and national interests.

The Commission affirms that the criterion for the success of any initiative is its ability to push for the implementation of international resolution 2254 in letter and spirit to achieve a political transition that fulfills the Syrians’ desire for radical and comprehensive change. This requires regional and international powers to support United Nations efforts to implement this resolution within a clear and specific agenda and timeline.

The Commission emphasizes the issue of Syrian refugees and their suffering in host countries, stressing the necessity to alleviate their grievances and protect them from discrimination, aggressive and racist tendencies, until the political, economic, and security conditions are secured to ensure their safety and facilitate their voluntary return to their original places of residence. This involves strict implementation of all aspects of international resolution 2254.

The Commission also points to the failure of all previous initiatives to resolve the issue of detainees and forcibly disappeared individuals with its humanitarian, national, and political dimensions as a measure to build trust. It reiterates the necessity for the regime to unconditionally release detainees and disclose the fate of the missing.

The Syrian Negotiation Commission notes the continued decline in humanitarian support provided to the Syrian people amid worsening catastrophic living conditions resulting from corruption and economic policies fundamentally hostile to the people, driving more than 90% of Syrians into absolute poverty, while wealth flows into the pockets of a few directly linked to circles of tyranny and corruption.
While the regime ignores the brutal Zionist aggression against the Palestinian people, it does not hesitate to carry out daily bombings of civilians in the north of the country, violating the most basic international laws.
Finally, the Syrian Negotiation Commission pledges to our people to continue the path of achieving the goals of the revolution for freedom and dignity and to adhere to international resolutions supporting their aspirations, which are a necessary gateway to begin our journey towards the future.
